Conclusion

For Portugal, the 1990s will be concerned with fuller integration into the European Community in the areas of economic convergence and foreign policy. Core issues will remain related to agriculture, market access, and Portugal’s continued role in the NATO and European security, as in the case of Yugoslavia in 1991. There can be little doubt in the early 1990s that Portugal’s emphasis upon its European identity has overriden the Atlantic tendency. The improvement of relations with Spain, essentially the shift from a back-to-back to a face-to-face relationship, has consolidated the European dimension. For Portugal, the EC has made and continues to make an effective contribution towards maintaining stability at home and facilitating its integration into the single market by enhancing growth and productivity.
